(1) Organization
The Kaohsiung City Government consists of 18 bureaus including Civil Affairs, Finance, Education, Marine, Public Works, Urban Development, Social Affairs, Labor, Police, Fire, Health, Environmental Protection, MRT, Cultural Affairs, Transportation, Civil Service Development, and Legal Affairs; seven departments including Secretariat Department, Land, Information Office, Military Service Office, Budget Accounting and Statistics Department, Personal Department, and Civil Service Ethics Department; four commissions including Research, Development and Evaluation Commission, Indigenous Affairs Commission, Hakka Affairs, Commission, Urban Planning Commission; the Open University of Kaohsiung. Besides, there are eleven district offices and 153 public schools of varying levels. In 2008, the number of public servants was counted as 24,148 persons; among them, the females were 13,237 and the males 10,991. 88% of the public servants have a bachelor degree or above.

(2) Healthcare
There are seven public hospitals, fifty-eight private hosptials, and 1,649 public and private clinics in this city. The number of sickbeds totals 12,106. Among them, the general sickbeds are 7,859. The average number of sickbed for per one hundred thousand people is 79.

(3) Transportation system
Kaohsiung’s average number of operating buses is 420 per day with each bus carrying approximately 162.67 passengers a day. The public ferries carry 18,760 passengers a day. In April 2008, the Kaohsiung Mass Rapid Transit launched the Red Line and officially began its operation. The transportation volume of the Red Line is growing stably. The orange line has also formally started it operations since September 2008. The average ratio of vehicle ownership in 2008 was 287 cars per 1000 people and 788 motorcycles per 1000 people. The ratio of motorcycle ownership ranks No.1 in the country.

In 2008, the loading and unloading volumes of containers of Kaohsiung Harbor were 9676,554 TEU which ranked the eighth place in the world; the harbor’s cargo throughput was 130,191,000 tons (not including goods transited). In terms of air transportation, the Kaohsiung International Airport terminal handled 4,159,618 passengers (not including transit passengers.)


(4) Education 
For 2008 academic year, the number of schools totaled 334 (including kindergartens and special education schools) and the number of students hit 324,334 (including cram schools and kindergartens), which accounted for 21.26% of the whole population. The number of teachers of all levels went up to 16,913. In 2008, the Kaohsiung City government totally administered 5,560 arts and cultural activities participated by 331,125 persons.
